Portuguese telecommunications market can easily be called European, with its rates and statistical numbers being slightly above or equal to average across Europe. The industry is regulated by an independent body, called ANACOM, which is responsible for controlling market competition and issuing licenses to companies. Market performance is different in its sectors, but the overall state is quite stable. Fixed-line telephony is dominated by Portugal Telecom, previously state-controlled company. As for mobile sector, it boasts to be one of the most progressive in Europe and in the world. However, the alleged 130% penetration is argued by researchers, as the telephone numbers counted in statistics are in part inactive, and the real stake is 90%. There is a tendency among customers to purchase several SIM-cards, so the numbers can't be called real. Still, there is much place for further development, as 3G standard penetration is only around 30%, with all mobile operators offering 3G services.
